    • Motion to allow JV teams to attend Varsity Meets-JV allow team will not be allowed to attend Varsity Meets.

    • Motion to use .30 as qualifier adjustment-spoke to commission member about not using .30, so they said they will stick with the .30

  • Reflections of the 2014 NMAA State Track Meet – Problems & Suggestions


  • Unfinished Business- Doc’s moving up grade point average to be eligible. There is testing going on and data is being collected, but it might ultimately be 2.0 without F’s. The NCAA is changing requirements for 2016 Jrs.

NEW BUSINESS:

  • Report of the President Actions taken since Winter Clinic

    • Executive Appointment of Secretary Laci Lockwood

    • Represented NMTCCCA at Henry Sanchez’s Funeral (Lincoln, NM) Flowers sent.


  • Constitutional Change Discussion:

    • Article IV, Section 1…Reads

      • Section 1.    “The board shall consist of a president, president, elect,

secretary/treasure, immediate past-president, clinic director, historians, and ten regional

representatives for the following regions of the state: Northwest, Northeast,  Southwest, Southeast, and

Central. These ten members will consist of two members for each region: one member from a large

school (3-5A) and one from a small school (1-2A).

In addition, the executive board shall have non-voting members from the following constituents: NMHSCA

(either the executive director of the NMHSCA or his designee),  one additional member assign by the

current president.”

  • Proposed Change to Section 1. “The board shall consist of a president,

president, elect, secretary/treasurer immediate past-president, clinic director, historians, and ten regional

representatives for the following regions of the state: Northwest, Northeast,  Southwest, Southeast, and

  • Motion to Bring it to the General Membership: Doc Helms; 2nd Bob Vandiver and approved / disapproved

  • Article IV, Section 5 re., Bob Vandiver:  President: Elect

  • Reads: “Any executive board member who leaves the coaching profession, or is unwilling or unable to serve his/her full term shall be replaced at the discretion of the executive Board”.

  • Discussion: Should the constituent be changed to allow members who have retired be allowed to fulfill their term, if they are able to.  Anyone who has served for more than 10 years to continue in their elected or appointed position. There is a clause for an associative member can not hold office, if we change.

  • We need to make a motion and that the associative member has full member and then they can hold office.

  • Need an amendment in the constitution, leave their job in good standing.

  • Retired but still in the sport definition: clinic speaker,  involved in meets, state meets

Motion: – Spencer Sielschott: if you are elected/appointed to a position as a coach and left your position in good standing, you should be able to finish your term, Second Joe Giglia


  • Discussion of suggestions for changes to NMAA Cross Country By-Laws


  • Discussion of suggestions for changes to NMAA Track & Field By-Laws

    • Meet Limitations (From the NMAA Track & Field By-Laws)

      • Q1: Once the season has officially began, can an athlete compete in an indoor meet that is not included in the “team’s” allowable 10 meet schedule?

      • A1: Yes, as long as he or she does not represent their school and is not coached by a member of the high school coaching staff.

      • Rudy-once the official start date begins, any competition during the season counts towards the 10 meet limitation. He will have to go back and look at the specific rule.

  • State Championship Qualifying Information  (Breaking Ties in Jumping Events)

    • During district track and field meets, second-place ties in the jumping events are broken using the procedure as outlined in Rule 2-2 of the National Federation Track and Field Rulebook. However, if a tie still exists, a jump-off shall occur (only two jumpers may qualify by place out of the district meet).

  • From the Federation Rule Book concerning the High Jump, & Pole Vault (where ties are most likely)

  • RULE 2

    • ARTICLE. 2 . . . A tie in the field events occurs when two or more competitors finish with the same        distance or height.

Section 4 HIGH JUMP

  1. The tie concerns any place other than first place, the competitors shall be awarded the same place.

“NMAA Rules are in direct conflict with federation rules. Additionally, no provision is given if a tie occurs in a running event for 2nd place at district”

  • Other Rule change suggestions…..

  • Rudy- For years the membership has voted the top 2 individuals qualify for state.

  • Can we change the rule to allow take the tied athletes: gamesmanship comes into play because coaches and athletes try to get three in on purpose

  • Rudy-Do you want to go with the federation all the way or not.


  • Discussion – NMAA presents Track & Field Rule Changes to Executive Committee prior to General Session & Rule Changes are e-mailed to all coaches prior to clinic, or e-mailed to the NMTCCCA and we can contact the coaches.


Kent-to Chris: The rules meeting was a fiasco, it might help if you send the executive board or the coaches to help you avoid some of the confusion.

Chris- I’m in charge of Track and Field, I am willing to work with everyone in the room. In terms of the JV meets-Sally says we are going to stay with the way it has been.

Kent- To Chris-can you email me the rule changes and I can help you get the word out.

Kent- I know you said you had problems with Direct Athletics, do you want to look at Athletics.net?

Chris- we had no issues with Direct Athletics and from our office we would like to keep Direct Athletics

SPECIAL GUESTS


  • NMTCCCA President Kent Hitchens called upon UNM Head Coach Joe Franklin to address the Board

    • Coach Franklin- UNM- Recruiting in New Mexico- 50% of NM athletes are not eligible. As NM Coaches need to help kids become eligible. NMSU changed GPA to 2.75 and UNM will soon follow suit. Coaches and Counseling offices need to follow the NCAA changes. 10 core classes need before their senior year.

    • Time trial – coming up for XC. If a female runs 12:00 mins on the day, 10:00 mins for men. August 13st

    • Process for Track and field walk on- 3 day trial

    • UNM is looking for kids that are willing to work.

    • Indoor track has had massive economic impact in Albuquerque. Jan 24th, Consecutive weekends. HS open are at that time as well.


  • NMTCCCA President Kent Hitchens called upon Mark Koski: Director of Sports, Events & Development to address the Board

    • Point 1- By Far the NMAA state track and field meet is in the top 3 in the nation. Cherish what you have.

    • Point 2- NFHS-works for the membership, to change a rule it is easy, it is a one page form and let the NFHS know. Rule change proposal goes to NMAA, Sports specific then it goes to NFHS

    • Joe vs. Mark – 4 event status-why is there, can

    • Administrative rule- rule that don’t affect the event-allowing more than 3 people per event

    • Playing rule – being that you don’t follow 4 event – takes away a seat on the NFHS board


  • NMTCCCA President Kent Hitchens called upon NMHHSCA Hall of Fame Inductee Ron Singleton of Carlsbad to address the Board

    • Thank you for the opportunity for the Hall of Fame induction. The first meeting held- 1987 -how far you have come is amazing. Marylyn Sepulveda would be so proud. I don’t know how I got voted to write the constitution, but our constitution came from Arizona. You’re not a great coach unless you have a great staff. I retired on March 8th in 2008, and took an empty seat on the school board. Education-we are in crisis. I am the vice president on NMSBA- there is a battle in Washington to privatize education and take away local control and make it a government run.

    • Quite an honor to go into the Hall of Honor. 1 thing I would like to complement the coaches on, is high school coaches are making a difference in athletes’ lives. To be successful you have to have whole team aspect. Be Creative. Respect your kids.
